Act requires Neustar to establish: |
|
Written content standards for Kids.us (“Content
Policy”). |

Rules and procedures for enforcement and
oversight (“Kids.us Content Management Service Terms of Use”). |

A process for removing from Kids.us content that
does not comply with Policy (“Take Down Policy”) |
|
A process to provide registrants with an
opportunity for prompt, expeditious and impartial dispute resolution
regarding any content excluded from kids.us (“Kids.us Content Removal
Dispute Policy”). |

Act Requires Written Agreements with the
Registrars to: |

Require registrants to use the domain in
accordance with the requirements of the Registry |
|
Prohibit “two-way” and “multiuser” interactive
services in the kids.us. |

Prohibit hyperlinks in kids.us that take kids.us
users outside of the kids.us space. |

permitted within the kids.us domain: |
|
Mature content, Pornography, Inappropriate
language, Violence, Hate speech, Drugs, Alcohol, Tobacco, Gambling, Weapons |

Services |
|
Hyperlinks outside of Kids.us Space |
|
|
|
|
|

|
Registrants obtain Kids.us domain name
registration from Kids.us Accredited Registrar (Name is not entered into
the zone, but in Whois) |
|
Registrants desiring content must obtain an
“Active Registration” directly from Neustar. |
|
Registrants must agree to abide by Content
Policy as well as Content Management Service Terms of Use. |
|
Registrants must pay an annual content fee of
$250 directly to Neustar. |
|
Content must be initially approved by Neustar
(and/or its subcontractors). |
|
Content is reviewed on an ongoing basis by
Neustar. |
|
|
|
|
|
|
Violations can be reported through our own
monitoring or through third party complaints |
|
Neustar will require complainants to fill out a
form for 3rd party complaints. |
|
Neustar will investigate and if there is a
violation, it will categorize into a severity level. |
|
|
|
|
|
|
|
Level 1:
Domain name immediately removed from the zone file; Registry
notifies registrant and registrar. |
|
Level 2:
Registrant contacted and has 4 business hours to modify the
content. Registrant must notify
Registry and Registry reviews to ensure compliance; If not cured within 4
hours, the name is removed from the zone; Registrar copied on all
correspondence from Neustar. |
|
Level 3: Registrant contacted and has 12
business hours to modify the content.
Registrant must notify Registry and Registry reviews to ensure
compliance; If not cured within 12 hours, the name is removed from the
zone; Registrar copied on all correspondence from Neustar. |
|
|
|
|
If domain name is removed from the zone,
registrant will be required to reactivate their domain name and place
content through formal review process. |
|
Registrant remains registrant of record for term
and renewal terms (i.e., does not lose the domain name) |
|
When content is acceptable, registrant pays
directly to Neustar a $400 re-activation fee. Reactivation does not change
Registration/Renewal or Content annual dates. |
|
If another violation is found, the process
starts over. |
|
|
|
|
|

Registrants are entitled to initiate an
administrative proceeding in the event that Neustar has removed a kids.us
domain name from the zone file or has required the registrant to remove (or
modify) certain content on its Kids.us Site in order to prevent removal of
the domain name from the zone for violation of the Content Policy. |
