On December 4, 2002, President George W. Bush signed into law the
Dot Kids Implementation
and Efficiency Act of 2002. This Act requires that Neustar,
"as the administrator of the .US country code top-level domain
(ccTLD), establish a kids.us domain to serve as a haven for material
that promotes positive experiences for children and families using
the Internet, provides a safe online environment for children, and
helps to prevent children from being exposed to harmful material
on the Internet." This legislation was the culmination of years
of effort by several members of the United States Congress. In anticipation
of this legislation, Neustar began a public outreach campaign to
seek input and advice from members of the children's content community,
child advocacy groups, parents, educators, law enforcement organizations,
and other interested individuals to create an initial draft of Guidelines
and Requirements, which were published on the Internet in August
2002. The comments we received were instrumental in finalizing this
document.
